Washed 1 item - 40% load - not colour fast; it did...

Washed 1 item - 40% load - not colour fast; it did not spin dry it AT ALL! Used separate program Drain/Spin - item came out soaking wet!! Repeated the Drain/Spin -- again, soaking wet result! Item was 1 cotton toilet surround (around foot of loo)
