The washer fills properly for the wash cycle. When it gets to the rinse/spin cycle sometime it fills other times it fills halfway then the water starts to drain out. In this case it will keep running water until you physically turn the knob to the spot where it starts to spin. Could this be a bad switch or relay making the washer think it should be draining?
