My washer drains water during the spin cycle, but ...

My washer drains water during the spin cycle, but does not spin. The inner tub seems stuck. Clothes are still sopping wet following the spin cycle.(which does no spinning at all) The entire inner tubs also lean forward, although the washer is sitting level (using a level to check)
