inglis by whirlpool 8525493...

inglis by whirlpool 8525493 having problems when gets to spin cycle; it sounds and appears to be spinning; but the water doesn't shake out fully off of clothes and they are sopping wet; also, it smells like something electrical burning; is this washer ruined?
