i cannot unscrew the detergent solution pump cover...

i cannot unscrew the detergent solution pump cover at all to clean the pump. The grey cover simply turns a quarter of a turn and then nothing more - the pump filter cover will not come off. I turn it 90 degrees counter clockwise and expect it to come out or at least unscrew.. any ideas?
