how do you fix error E 13?? It won't wash clothes ...

how do you fix error E 13?? It won't wash clothes and the door locks and stays locked. We have to remove the bottom cap and pull the release cord to open it. All the washer does is spin when we turn it on and then it displays the error E 13. Please help!
