My admiral washer has water going in, but will not...

My admiral washer has water going in, but will not fill. It started when I first got it. A tech said I had a vacuum in my discharge line. I have cleaned out the vent line and water goes down it no problem. Is there a fix? I have not had this problem with any other washer.
