turn off the cold water. disconnect cold water hose from washing machine. turn on cold water, if water comes out turn back off. you know the problems inside the washing machine. where the hose was removed look at the filter screen to see if it's blocked (probably not.) the next logical thing to check is the water inlet valve (which is what the filter is attached to). if you can get to it, tap it with a screwdriver handle to see if you can loosen the solenoid inside or replace with another. if this doesn't work then it could be the water level switch is faulty.
